    Path Of Exile 3.9 Expansion - Development Changes

    As part of the preparations for Path of Exile 3.9, GGG has hinted at a whole host of changes and overhauls. With a focus on ranged skills in the MetaMorph league, the developers aim to bring bows and wands up to par with other weapon types. GGG will also take a look at the underlying damage types in some builds to even out the power curve.


    The goal of this development manifest is to give a taste of what GGG has planned for the patch. The 3.9 patch notes will be out shortly, but this new release aims to give players time to plan for Path of Exile 3.9 balance changes and prepare their builds.

    Path of Exile 3.9 balance changes breakdown


    In this section, we'll cover some of the most important changes, with more details below. If you just want an overview of what's planned for Path of Exile 3.9, here it is.


    All ranged attack skills have had an overhaul, with most receiving numeric adjustments, mostly buffs.

    Adjusted the balance of unique bows, adjust the drop rate of some bows that were too common.

    A handful of passive tree nodes and keystones have been reworked to improve bow skills.

    Some minion bonuses in the passive tree, such as movement speed, have been lowered.

    The effects of these afflictions now also have higher minimum damage, making them much more powerful, especially when scaling.

    New passive clusters have been added to enhance the new Ballista skills that replace ranged attack Totem skills.

    Boss resistances have been increased, primarily to accommodate the increased power of player builds. A normal map boss now has 40% elemental resistance (instead of 30%) and 25% chaos resistance (instead of 15%). A very strong boss like the shaper now has 50% elemental resistance (up from 40%) and 30% chaos resistance (up from 25%).

    Monster armor has also been improved, so you can expect slightly more physical damage reduction in this and future expansions.

    Enemies have -x% to total physical damage reduction against your hits was added to compensate for the addition mentioned above.

    The lifespan of all unique monsters in the game has been increased by 10%. Many other bosses have also been improved in some way.


    Skill changes


    Orb of Storms, Lightning Spire Trap, Onslaught Support, Smoke Mine, and Stormblast Mine have all been reduced in power at low tiers, but will still be just as effective in the late game.

    Cold, Freeze, and Shock have received fairly large buffs. The damage dealt by these effects is much more effective and the effects are stronger.

    Arc, Soulrend, Molten Strike, Shattering Steel, Lancing Steel, Venom Gyre, and more effects have been improved.


    Changes to Items


    Some modifiers no longer appear on Shaper or Elder items, such as the Increased Physical Damage and Socketed Gems modifiers are supported by two-handed weapons.
